HCE project utilities highlighter

HCE project highlighter application cli utility. Implements functionality that covers algorithms of content substring find and mark. Supports json input/output data format.

Implements multi-threaded pool and parallel tasks processing based on POCO C++ framework tasks and multithreading solution.
